Introduction
The Bilingual Authorization program offers candidates the opportunity to obtain a Bilingual Authorization in Korean, Mandarin, or Spanish to their Preliminary California Multiple Subjects Teaching Credential, Single Subject Teaching Credential, or Education Specialist Mild/Moderate Support Needs (MMSN) Credential. Candidates obtain the Bilingual Authorization upon completing the required three 3-semester-hour courses (total 9 semester hours). Candidates must also pass the CSET Subtest III or approved equivalency as outlined by the California Commission on Teacher Credentialing (CTC). Courses in this program are delivered in person on the LMU campus.
Program Outcomes
As a result of this program, candidates will:
- Analyze the philosophical, historical, and policy foundations of Dual Language Bilingual Education (DLBE), including contemporary theoretical perspectives (e.g., translanguaging and transnational frameworks).
- Design and implement standards-based instruction in DLBE classroom contexts in the target language (Spanish, Mandarin, or Korean).
- Assess student learning in the target language and interpret data to inform instructional decision-making.
- Apply second language acquisition theory and current research to DLBE classroom practice.
- Examine DLBE programs through equity, sociopolitical, and community-based frameworks.
- Conduct inquiry-based or practitioner research related to DLBE programs and bilingual or biliteracy development.
- Engage families and communities in culturally and linguistically sustaining ways to support DLBE programs.
- Differentiate how the traditions, social status, and communication patterns of the focal culture shape language use and instructional practices in DLBE programs across the country or countries of origin and the United States.
Program Admissions Requirements
In order to add the Bilingual Authorization to an existing credential, candidates must:
- Demonstrate language proficiency in Spanish, Mandarin, or Korean prior to starting their Bilingual Authorization program.
- Interview with the Academic Program Director of the Bilingual Education program.
- Complete appropriate forms as provided by the program and advisor.

The course requirements listed here meet the program standards required for an authorization recommendation to the CTC for the current academic year. The CTC’s standards are subject to change. A candidate recommended for an authorization in a future academic year will be held to the standards required by the standards in effect at that time and may be required to complete additional coursework to meet any new or revised CTC requirements.
Additional Authorization Requirements
- Complete all above-listed coursework with a minimum cumulative grade of B-.
- Hold a valid Preliminary Credential to be eligible for recommendation for the Bilingual Authorization.
- Pass the CSET Subtest III in the language of the authorization.
